CMake changes to generate .cu file during configuration.

James Sutherland requested to merge sr-cpp-change-fix into master

These changes should fix the compilation on GPU systems. I tested it on aurora and all tests passed. The pipeline seems to be stuck for GPU during the creation of this request.
