updating manifold assessment tools

Elizabeth Armstrong requested to merge assessment_metrics into master

This adds the \hat{D} metric for assessing manifold quality including functions for looking at sensitivity to data sampling in order to distinguish non-uniqueness from characteristic features. The demo and documentation have been updated as well.
